Specificity of Developing an Informational and Analytical System for Managing a Higher Educational Establishment

The report deals with questions of building the informational and analytical system in Kherson State University. The author discusses problems and perspective trends concerning both system design and process of the university informatization.
The level of informatization of higher educational institutions reflects the real status of the given problem in all spheres of a public life. Higher education as the basic source of intellectual resources of the country, should determine the basic trends in this area.
Despite of all importance of the decision of the given problem for high schools of our country, existing objective preconditions complicate the achievement of the desirable results. Among them are: absence of due financing, outflow of the best-qualified personnel abroad, unsatisfactory means of telecommunications, etc. Thus, it would be desirable to pay attention to some aspects of construction of informational and analytical system (IAS) at Kherson state university (KSU).
Jobs on building IAS in KSU started in 1998. The starting point was the international Tempus Tacis project (CP 20069-98) realized together with University of Nice Sofia-Antipolis and University of Granada. During the realization of the project there appeared certain local problems.
Before the beginning of the project our university has already had some separate developments. However, there was no universal decision for all kinds of tasks.
At the moment many administrative subtasks are solved within the structure of the informational and analytical system. Some of them are actually finished, and some are under development. System design is determined by priorities set by the administration in order to solve its tasks.
When designing the information and analytical system, jobs in several directions were simultaneously conducted. The sequence of development is caused by several factors.
One of major factors is the priority of solving certain tasks. Naturally, the primary activity of a university is the work with the students; therefore the contingent task was the first to be designed. One more subtask among the first ones was "Personnel". At our university there work about 1200 employees and studies about 8000 students. Naturally, the question of accounting personnel and contingent is primary.
The fact that designing personnel tasks is primary can be explained by another factor. The object "person" can be considered as a basis of existing applications. The questions concerning its accessory are secondary. From the point of view of construction of a strict structure it is not correct. Before to solve a task of the personnel, it is necessary to solve a problem of the list of staff. However in our case it has turned out on the contrary. The task of the list of staff was developed and connected with others after completing the personnel subtask. The same happened with specialties within the subtask "Contingent".
At the present moment the system already has the majority of functioning components including that of curricula and academic progress. The basic advantage of our approach is that the system is constantly being developed, that is relevant enough under conditions of unstable financing.
